Bob Kula has been serving the Highway Department and the Community of Avon Township since 1984. He oversees construction, maintenance and repair of roads within the unincorporated areas of the district, letting contracts, employing labor and purchasing material and machinery, subject to certain limitations. The Highway Department also provides snow removal services to the surrounding villages through intergovernmental agreements. The Highway Commissioner is also responsible for preparing a budget for the Permanent Road fund as well as the General Road fund.
SOME HIGHWAY DEPARTMENT DUTIES BUT NOT LIMITED TO INCLUDE:
- Snowplowing and ice control
- Roadside mowing
- Tree trimming
- Drainage, storm sewers and culverts maintained to ensure proper flow of water
- Monitor street lights for proper maintenance
- Mosquito Abatement Larvae Control Program
- National Pollutant Discharge Elimination System (NPDES). Responsible for the development and implementation of our storm water program
- Repair and resurfacing of roads

- Educational links to specific topics mentioned in the MS4 permit
- Posted Annual Reports from the past 5 years – required by the MS4 permit
Contact/Outreach form, which will allow residents and community members to provide general feedback on the MS4 Stormwater Program, or to report a stormwater issue. The MS4 permit requires that there be a procedure in place for residents to report an issue or comment on the program.
